Gulch bridge-and-park plan wins Council’s OK for $2M design grant

The 15–0 vote authorizes accepting an older federal award. The money funds engineering and environmental studies—not construction.

A proposed walking-and-biking bridge and park in the Gulch has cleared a funding checkpoint: Atlanta City Council voted 15–0 Oct. 19 to authorize accepting a $2 million federal planning grant.[1][2]

The money is for drawing up the project, not building it. The U.S. Department of Transportation’s award factsheet describes a 2.34-acre bridge-and-park project in downtown Atlanta, with funded work intended to bring engineering design to 80% and complete federal environmental studies.[2]

Federal officials describe the Gulch’s elevated roads and highways as barriers that severely limit walking and biking. The project is intended to improve access and create a gathering place for residents and downtown workers—not benefits the grant has already delivered.[2]

The vote completes the Council step that was still pending in our report on the committee’s endorsement. Ordinance 26-O-1559 authorizes grant acceptance and adds $2 million to Atlanta’s fiscal 2027 grant budget. The federal award itself dates to January 2025, according to the ordinance; the October action is not a new award announcement.[1][3]

The measure also authorizes an agreement with Centennial Yards Company for program-management assistance and the required local match of up to $500,000. The ordinance says the company agreed to provide that match; its operative language covers the matching funds’ provision and reimbursement.[3]

Council adoption does not establish that the grant or partner agreements have been signed. The ordinance says those agreements cannot bind Atlanta until all required parties execute them. The records reviewed do not establish executed agreements or when the bridge and park would be built.[3]
