Council approves $433,713 carryover for nuclear-detection program
The Oct. 19 vote was unanimous. The money is federal continuation funding—not a new grant award—and acceptance still depends on required mayoral documents.
Atlanta City Council voted 15–0 on Oct. 19 to reappropriate $433,713 in federal carryover money for Securing the Cities, according to draft action minutes. The city’s emergency-preparedness office describes the program as supporting radiological and nuclear detection.[1][2][3]
The distinction is in the funding: this carries continuation money into Atlanta’s fiscal 2027 budget, rather than announcing a new $433,713 federal grant award. The program requires no matching funds.[2]
The full-Council vote moves the measure beyond the committee endorsement we reported earlier. Finance/Executive had recommended it 5–0.[1][4]
Ordinance 26-O-1555 also ratifies the city’s previously submitted Homeland Security continuation application, waiving the normal requirement for legislative authorization before filing. Its budget provisions appropriate the money at the program level, without an equipment-purchase or activity-by-activity spending plan.[1][2]
Council adoption does not establish that the money has been received or spent. Acceptance remains conditional on the mayor executing required documents, which would not bind Atlanta until signed and delivered to Homeland Security. The records reviewed do not establish that those steps have been completed; the specific uses of the carryover remain unverified.[2]
