Cascade Road ALDI’s tree-fee waiver wins committee backing

The 6–0 recommendation advances a proposal aimed at an estimated $800,000 cost obstacle. Full council action is listed as pending for Nov. 2.

A proposed Cascade Road ALDI moved a step closer to a break on tree-removal charges Oct. 27, when Atlanta’s Community Development/Human Services Committee recommended the waiver 6–0. Michael Julian Bond abstained, according to the draft minutes.[1]

The committee backed Ordinance 26-O-1597 as amended—not a final enactment of the waiver. The legislative record lists full City Council action as pending for Nov. 2 at 1 p.m.[1]

We previously reported on the tree-fee waiver proposal for the commercial development at 3460 Cascade Road SW, anchored by a roughly 20,000-square-foot ALDI. The legislation says the city’s new tree rules would add approximately $800,000 to project costs and make the development economically infeasible.[1][2]

That figure is the ordinance’s estimate of added costs, not a fixed-dollar value assigned to the waiver. The proposed exception would waive the monetary tree-recompense calculation requirement. Other tree-protection provisions would remain, including planting standards for commercial development, parking lots and street trees.[1]

The ordinance also describes a zoning bind: the site spans parcels in different zoning districts, with different maximum per-acre tree charges. Consolidating and rezoning before obtaining permits would jeopardize financing and likely cost the project its grocery tenant, the legislation asserts.[1]

Its case for an exception rests on food access, citing the mayor’s Neighborhood Reinvestment Initiative and its emphasis on grocery options along corridors including Cascade and Campbellton roads. The committee has endorsed that proposed fee relief; whether the full council grants it remains unresolved.[1]
