A substituted Atlanta ordinance proposes a surveillance-technology framework covering new, materially modified and existing city technologies. Its stated approach is to match public oversight to a technology’s power, scale, sensitivity and foreseeable impact rather than its price alone.

The proposal would add a division to the city code. Full Council referred the substituted measure back on Sept. 21; its listing on the Sept. 30 Finance/Executive Committee agenda does not enact the framework.
