Atlanta police, DeKalb water: The plan for 10 Glynn Drive homes

The committee attached a services plan but kept annexation on hold after the Oct. 28 hearing. It lists a $619.06 annual collection fee and a possible—not promised—sidewalk connection.

Joining Atlanta would not mean switching every service to Atlanta. For 10 single-family homes on Glynn Drive SE, the proposed annexation services plan calls for city police, fire protection and trash collection—but continued DeKalb County water and sewer service.[1]

The public hearing announced in our Glynn Drive hearing preview took place Oct. 28. Atlanta’s Finance/Executive Committee unanimously approved an amendment attaching the services plan to ordinance 26-O-1542, then unanimously held the measure for further review. That was not approval of annexation.[2][3]

The plan identifies a 3.75-acre area along Glynn Drive SE between Sargent Avenue SE and the street’s dead end. All 10 parcels contain single-family homes.[1]

For those households, the plan lists Atlanta’s fiscal 2027 residential collection rate at $619.06 per home annually. Services would include weekly garbage and recycling collection and 12 scheduled bulk-waste pickups a year.[1]

Police coverage would come from Zone 6, Beat 612. Atlanta Fire Rescue’s primary response would come from Station 13 on Flat Shoals Avenue SE, with support from three other stations. Water and sewer would remain with DeKalb; the plan also says Atlanta’s watershed department currently has no plans or requests for stormwater improvements there.[1]

One potential improvement is explicitly tentative. The plan says Glynn Drive and nearby streets lack sidewalks, and Atlanta may consider a sidewalk connection along Glynn Drive and Sargent Avenue to reach MARTA service on Bouldercrest Drive SE. It estimates a $400,000 cost—not a commitment to build.[1]

The annexation proposal would also extend the Atlanta Independent School System’s boundary. Its school-enrollment provision would take effect on the first day of the month after adoption—not because the hearing occurred or the services plan was attached.[2][3][4]
