The supporting ordinance says decisions affecting pump sizing and electrical voltage delayed procurement, while supply-chain lead times for critical equipment, including the generator, increased substantially. The requested extension would not change the scope of work.

Ordinance 26-O-1553 would authorize a change order with Ruby-Collins/Benchmark, LLC Joint Venture for Watershed Management. The original contract ceiling is $29,318,282. This is a proposed extension, not an executed change order; the text requires legal approval, execution, attestation and delivery before it binds the city.
